Tropical storm Harold weakened to a tropical depression, but heavy rains continued, the National Hurricane Center (NHC) said in its latest advisory on Tuesday.
The depression, located about 15 miles (25 km) east of Laredo, Texas, was packing maximum sustained winds of 35 miles (55 km) per hour, the Miami-based hurricane center added.
